The only way I know is to: 1) open the PDF in your PDF viewer (Adobe DC Reader, your browser, etc.), 2) Ctrl+P to print, 3) set your printer to OneNote, 4) select your desired orientation, 5) click on Print, and 6) set your destination in OneNote.
